Our favorite VPN for Italy is ExpressVPN, thanks to its unmatched streaming performance and user-friendliness, alongside its servers in Milan, Naples, and Cosenza. TunnelBear is a free alternative to consider, but you’re not always guaranteed an Italian IP.
Tired of getting the “Pardon the interruption” Netflix message when visiting Italy? Using a VPN lets you connect home and continue watching your favorite shows or sports, bypassing any geo-restrictions.
It’s not just streaming: a VPN has become vital in Italy for protecting your data from intrusive retention laws and public WiFi networks in tourist hubs.
A VPN also works well for getting an Italian IP address, if located outside of Italy and need to connect back in. By doing so, you can bypass Italian geo-restrictions and unblock platforms like Netflix Italy, DAZN Italy, Sky Italia, Mediaset Infinity, and RaiPlay from abroad.
We also tested 23 free VPNs and were dismayed by the scarcity of free providers operating servers in Italy. Even the best option available, TunnelBear, is limited by a bandwidth cap and streaming restrictions.

Many readers lean towards free VPNs but when it comes to Italy, even a good option like TunnelBear won’t be enough to bypass tricky geo-restrictions.
If you want to watch popular Italian TV, or Serie A matches, without experiencing VPN blocks, slow speeds, or running out of data, you’ll have to use a paid VPN.
🔄 Recent Updates
We removed PIA as one of our VPN recommendations and added two new ones: NordVPN and Surfshark. We also included a new section on why you should use a VPN for Italy, along with an improved methodology.
Why Use a VPN for Italy
To put it plainly, a VPN is a must-have if you’re planning to stay in Italy for any amount of time.
A high-quality VPN lets you change your online location to anywhere in the world, granting access to geo-restricted streaming services, apps, and websites.
Given Italy’s hostile data retention laws and the overzealous blocking caused by its “Piracy Shield”, a VPN also functions as a vital privacy tool.
Even Italy’s National Cybersecurity Agency advises visitors to use a VPN on public WiFi.
We’ve outlined all of these reasons in more detail below:
1. Access Geo-Restricted Streaming Services
Once you’re in Italy, you’re restricted to local content. As a result, you may find a specific show you were streaming on Netflix is now missing, or you lose access to your home streaming apps entirely (e.g. ITVX).
Since Brexit, EU Portability Regulation no longer covers UK-EEA travel, so ITVX, Sky Go, Channel 4, and BBC iPlayer are blocked for British tourists in Italy.
If you’re from the US, you have no portability rights within the EU whatsoever. All of your favorite streamers, such as Hulu, Peacock, and ESPN+, are blocked in Italy despite you continuing to pay for them.
Even if you’re from another EU country, the Portability Regulation only applies to temporary visits and to paid subscriptions. Free-to-air services like ARD, ZDF, and France TV aren’t required to offer portability and most don’t.
By connecting to a VPN, you can change your online location and bypass geo-restrictions on streaming services.
You can also do the reverse: a VPN lets you get an Italian IP address, if you’re outside of Italy. By doing so, you can unblock geo-restrictions on Italian streaming services and broadcasters such as RaiPlay, DAZN Italia, Mediaset Infinity, and Netflix Italy.
2. Stay Safe on Italy’s Public WiFi
While in Italy, you might want to connect to free WiFi in a hotel, airport, or busy tourist hub.
Almost all of its publicly-accessible WiFi networks require no authentication beyond an email address or phone number, lack encryption, and share your personal data with third parties.
Without encryption, it is far easier to intercept and monitor your traffic. This means the network owner, and anyone within range, can see the websites you visit and the passwords you enter.
Other risks include fake hotspots impersonating known WiFi networks like WiFi Italia and WiFimetropolitano to trick you into connecting and handing over your data.
While not effective against every danger, using a VPN on public WiFi masks your IP address and encrypts your traffic.
This protects your most sensitive data and prevents anyone from viewing your browsing activity.
3. Access Blocked Websites in Italy
AGCOM, Italy’s telecom and media regulator, launched the Piracy Shield system in 2024 to crack down on illegal sports streaming.
Since its launch, Piracy Shield has incorrectly blocked IP addresses that are associated with legitimate services.
For instance, a report from Piracy Monitor found over 500 websites were blocked, despite having no relation to streaming.
As such, you may find websites unexpectedly blocked while in Italy, especially during Serie A matches where the system is most active.
Thankfully, you can use a VPN to connect to a server outside of Italy and avoid these blocks entirely.

ExpressVPN is our top choice for Italy, perfectly balancing a smooth user experience with a strong streaming performance.
All of its servers are optimized for streaming by default, providing consistent access to services from around the world, like US Netflix, BBC iPlayer, and Disney+.
Its apps remain among the best we’ve tested, providing a seamless ‘plug-and-play’ experience. We particularly loved its mobile apps, which delivered fast speeds and encrypted our data on public WiFi networks.
The VPN also provides Italian IP addresses in Cosenza, Milan, and Naples ensuring full coverage of the country. Using them, we consistently unblocked every Italian website and streaming service we tested, including RaiPlay and DAZN Italy.

Stream Italian and International Content Anywhere
ExpressVPN is in a league of its own for streaming. While in Italy, we used it to unblock services from all over the world, including US Netflix, HBO Max (US & UK), BBC iPlayer, CBC Gem, and more.
However, the real standout for us is its user experience: our stream never buffered or failed to load, and the video quality never dropped.
When we connected to ExpressVPN’s Italy servers, it was just as consistent. We unblocked every major Italian website and streaming platform, including RaiPlay, DAZN Italy, Mediaset Infinity, La7, Sky Italia, and Netflix Italy.
ExpressVPN unblocked all Italian streaming services, including Mediaset Infinity.
Thanks to ExpressVPN, we watched geo-blocked shows like Uomini e Donne, MasterChef Italia and L’Isola dei Famosi from outside Italy.
The only slight downside was that we did occasionally experience slow loading times, particularly with RaiPlay. We’ve seen this with many VPNs, though.
High-speed VPN Servers in 3 Italian Cities
ExpressVPN offers Italian IP addresses for Cosenza, Naples, and Milan, covering both the North and South of the country.
Having 3 Italian city options is an excellent geographical spread, and a big improvement on most other VPNs that often limit their server coverage to just Milan.
All server locations were extremely quick to connect to, and registered very fast connection speeds.
Connecting from abroad, we recorded an average download speed of 85Mbps, which was similar to PIA’s 86Mbps and faster than Proton VPN’s 84Mbps.
Depending on where you’re connecting from, select the Italian server location closest to you for marginally higher speeds.
The Easiest Italy VPN to Use
ExpressVPN’s apps are the most intuitive we’ve used and as a result, the VPN provider scored 9.9/10 in our ease-of-use assessment.
The simple functionality and design consistency across devices is currently unrivaled. Many of the VPN’s app interfaces are the same across platforms, unlike other VPNs, which makes switching from one device to another seamless.
ExpressVPN’s apps for macOS and iOS side by side.
We can see that special attention has been given to the product’s usability and design, to make the VPN particularly accessible to beginners.
It’s fine margins here, but NordVPN is our next-best VPN for Italy.
With servers in 127 countries and an average international speed loss of 14%, NordVPN is a perfect choice for streaming content from around the world.
Its server network also covers Italy, with 60 Italian IP addresses spread across Milan, Rome, and Palermo.
Using these servers, we unblocked RaiPlay, Mediaset Infinity, and Netflix Italy; however, Sky Italia was hit-and-miss, and DAZN Italy didn’t work at all.
NordVPN unblocks RaiPlay with ease.
Fewer Italian Streaming Options than ExpressVPN
There’s almost nothing separating NordVPN and ExpressVPN, except for Italian streaming.
While ExpressVPN unblocked every popular platform we tested, NordVPN almost never worked with DAZN Italy.
NordVPN often caused DAZN Italy to stop working.
We had slightly more success with Sky Italia, with the VPN working on every third or so attempt. However, this isn’t consistent enough to be considered a ‘pass’ in our tests.

NordVPN is much more reliable for worldwide streaming. You can use it to access 17 Netflix libraries, including US Netflix, along with HBO Max, BBC iPlayer, and more.
Personally, we loved how NordVPN automatically assigned us a server that always worked first-time with US Netflix. Not many VPNs can match this level of reliability.
With an international speed loss of just 14%, you’re also unlikely to experience any buffering or sudden drops in video quality — regardless of your location.
Global Coverage & Italian Server Options
NordVPN has one of the largest server networks available, with servers in 127 countries.
We used it mostly to change our online location while visiting Italy, letting us stream content from the US, UK, and Australia.
Its wide array of server locations also means you’re likely to have a server nearby, should you need to maximize your download speeds.
If you need an Italian IP address, NordVPN has 60 endpoints across 3 cities: Milan, Rome, and Palermo.
NordVPN’s servers provide strong geographic coverage of Italy.
While we’d prefer to see more IP addresses added, its spread of locations is excellent and covers the north, center, and south of the country.
Fully-Featured Apps for All Devices
NordVPN includes several advanced features that make it a strong choice for tourists and expats in Italy.
Firstly, its auto-connect feature ensures your VPN connection is automatically active as soon as you connect to a network. This is vital for visiting Italy given its dependence on unsafe public WiFi networks.
You can also customize this feature not to activate on mobile networks (to save your phone’s battery) and on trusted networks, like your home WiFi.
Meshnet is another feature that came in handy when we stayed in Italy. It lets you remotely connect to a device anywhere in the world, as if you shared a local area network (LAN).
We used this to connect our iPhone to our home WiFi, letting us trick Netflix into thinking we were at our primary household.
Our one criticism is that NordVPN’s apps aren’t as user-friendly as ExpressVPN’s. The abundance of extra features feels overwhelming at times, and makes a ‘set-and-forget’ experience impossible.
Proton VPN is another paid VPN that’s able to bypass Italian geo-blocks on the first attempt and on every server.
In fact, unblocking Italian Netflix was even smoother than using ExpressVPN.
However, the VPN is slower, less user-friendly, and less compatible with media streaming devices than ExpressVPN, which is why it ranks lower down in our Italy list.
Proton VPN’s Italian servers display their percentage loads.
The Best VPN for Italian Netflix
Proton VPN is particularly good for watching Netflix Italy from abroad thanks to seamless, buffer-free connections.
In our latest tests, the VPN started streaming Italian geo-restricted content just as quickly as ExpressVPN. This was most evident with RaiPlay.
In the video below, you can see us stream movies exclusively available on Netflix Italy using Proton VPN’s automatic Italy server. We bypassed Netflix’s geo-restrictions without a hitch and instantly unblocked content:
We streamed ‘The Good, the Bad, and the Ugly’ (1966), an Italian Netflix exclusive.
Proton VPN delivers the same high level of streaming performance with RaiPlay, Mediaset Infinity, La7, and other Italian streaming services.
However, unlike ExpressVPN, it doesn’t unblock DAZN Italy. If watching Italian sports from abroad is your priority, ExpressVPN is the superior choice.
Limited Range of Italian IP Address Locations
Proton VPN runs 104 VPN servers across Milan and Palermo. While this skips out central Italy entirely, it still offers more Italian IP addresses than NordVPN or Surfshark.
The VPN’s global server coverage is much more impressive, with servers in 145 countries. This server network is one of the largest available, and ensures you’ll always have a server nearby.
While connecting to Proton VPN servers located in different countries, we recorded an average international download speed loss of 16%.
This is marginally slower than ExpressVPN and NordVPN, but still fast enough for HD streaming in Italy.
User-Friendly Apps but Not as Compatible
Proton VPN has developed well-made apps for Android TV, Chromecast with Google TV, Apple TV and Fire TV, so you can stream Italian shows on large screen devices.
We tested the VPN on all these devices connecting to the Milan server, with no unexpected surprises to either speed or unblocking performance.
All these apps are intuitive and rather well-designed, despite having a roster of advanced features that may intimidate you if you’re new to VPNs.
Where Proton VPN falls short of ExpressVPN is device compatibility. For instance, there is no router app, which makes using Proton VPN less straightforward on certain devices.
Proton VPN is also more expensive than ExpressVPN, with its two-year plan costing $2.99 per month.
Surfshark is a solid option for Italy, if you don’t want to spend too much on a VPN.
At $1.99 per month on its 27-month plan, there are very few VPNs that can match it for value. It also includes a 7-day free trial if you don’t want to pay upfront.
Surfshark is an all-rounder with fast speeds, secure encryption, and servers in 100 countries. Most notably, it’s an excellent streaming VPN with consistent access to US Netflix, BBC iPlayer, Amazon Prime Video, and more.
You can also use Surfshark to connect to Italy, with 74 servers in Rome and Milan.
We did encounter a few user experience issues, such as slow times to connect and strange design choices on mobile.
Unrestricted Access to Global Streaming Platforms
Aside from ExpressVPN and NordVPN, there aren’t any VPNs on Surfshark’s level for streaming.
Surfshark successfully unblocks 10 Netflix libraries, including the US, the UK, and Italy. In our experience, this always worked on our first attempt.
We also found that it works with virtually every US streaming service that we test. There’s no specific server that worked best: they’re all equally effective.
Similarly, Surfshark unblocks BBC iPlayer, ITVX, and UK Netflix, from outside the UK (including from Italy).
As was the case with NordVPN, Surfshark struggled to unblock DAZN Italy. All other Italian streaming services worked in our tests:

Thanks to its 10Gbps server network, Surfshark rarely added enough overhead to cause our stream to buffer or freeze.
That said, when connecting from Italy to distant countries, like Australia, our video quality sometimes dropped to 720p.
Worldwide Coverage & Italian Server Presence
Surfshark’s server network covers a respectable 100 countries, with city-level choice in 11 of them.
We tested this by connecting to a variety of Surfshark’s servers in the US, UK, Italy, and Japan, and using our IP checker tool to verify that our location had changed.
We personally found its US server coverage the most useful, with options in 24 cities. We used these to bypass the NFL blackout and stream a full game from our hotel room in Italy.
You can also use Surfshark to get an Italian IP address, with servers in Rome and Milan. While this didn’t affect our experience, we recommend switching to ExpressVPN, Proton VPN, or NordVPN, if you require an IP address from Southern Italy.
Not as User-Friendly as ExpressVPN
You can install Surfshark on all major devices with no limits. I made the most of this while abroad, running the VPN on my smartphone, tablet, and laptop, and I even shared my subscription with some friends.
The apps are intuitive enough, but using them daily during our trip to Italy revealed some real-world pain points.
All of its apps suffer from clutter, including multiple ways to connect, different server lists, and widgets for paid add-ons.
However, the biggest culprits were the mobile apps. Most significantly, our average time to connect to a server was 11.5 seconds on mobile (10.5 seconds longer than ExpressVPN).
This made traveling in Italy a chore, as every switch between public WiFi and mobile data required a tedious manual reconnection.
TunnelBear is the best choice for getting a free Italian IP address by default, because it’s the only safe and free VPN to offer servers in Italy.
This comes with some important caveats, namely you can’t choose your server location and you’re limited to 2GB of data a month.
If you’re in a neighboring country, or already in Italy, then it’s likely TunnelBear’s free VPN will assign you an Italian IP address. Otherwise, we’d suggest downloading one of our paid recommendations.
The VPN itself is safe, secure, and delivers fast download speeds. In our experience, it unblocks BBC iPlayer, ITVX, HBO Max (US), La7, and that’s it.
TunnelBear has a free server based in Milan, available via its apps and browser extensions.
Milan-based IP Addresses
TunnelBear Free offers a free Italian server that allows you to get an Italian IP address based in Milan. This means you can access Italian websites from anywhere for free.
You can do this via the TunnelBear VPN app or its free browser extension for Chrome and Firefox.
TunnelBear Free is ideal for light browsing of Italian websites, with well-designed apps that are friendly to VPN beginners. It has a fun and colorful interface and its features are easy to use.
Fails to Unblock Most Italian Streaming Services
Unfortunately, TunnelBear is not a good free VPN for streaming Italian TV or Italian Netflix. It cannot access Netflix Italy, Mediaset Infinity, or RaiPlay outside Italy. However, the VPN did stream La7.
TunnelBear isn’t able to bypass RaiPlay’s geo-restrictions.
Additionally, TunnelBear imposes a stricter data limit than other free VPNs like PrivadoVPN and Windscribe, offering only 2GB of data per month, which prevents uninterrupted streaming.
Though it’s not good for streaming, TunnelBear’s free service is really fast, with an average speed on long-distance connections of 85Mbps — only a 15% slowdown compared to our normal internet connection.
In the video below, you can watch us get an Italian IP address in a matter of seconds using ExpressVPN:
We got an Italian IP address within a few seconds by using ExpressVPN.
It’s easy to get an Italian IP address, as long as you use a VPN with Italian servers.
Follow the steps below to get an Italian IP address with a VPN:
Subscribe to a VPN with servers in Italy. We recommend ExpressVPN.
Download the VPN application and install it on your device(s).
Launch the VPN application and log in with your account credentials.
Open the VPN’s server menu and select a server location in Italy.
The VPN will now establish a connection to its Italian server, changing your real IP address with an Italian one.
How to Watch Italian TV & Netflix Italy from Abroad
Using a VPN to change IP location is the simplest and most effective way to watch geo-restricted TV content from outside Italy.
As we’ve shown above, once you’ve launched your VPN, getting an Italian IP address only takes a few seconds, especially if you use a quality VPN like ExpressVPN.
The video below shows you how we accessed geo-blocked content on RaiPlay from outside Italy:
We streamed ‘L’assoluzione’ on RaiPlay by using ExpressVPN’s Cosenza server.
Following the same procedure will allow you to unblock all other Italian geo-restricted content platforms, including Sky Go, DAZN, and Mediaset Infinity.
We’ve tested 60 free and paid VPNs to find the very best for Italy.
Most VPNs include servers in Italy, but many big-names just miss out due to under-performing in one category or another.
We’ve listed them here as honorable mentions, alongside an explanation for their exclusion:
Private Internet Access
PIA used to be one of our recommended VPNs for Italy, but it has since removed its Rome server location, leaving you with just Milan.
It’s also not up to standard for streaming: you can’t unblock RaiPlay, Sky Italia, Mediaset Infinity, or the UK versions of Sky Go and Disney+.
Make no mistake, it’s a great VPN overall, but it’s no longer a contender for Italy.
CyberGhost
CyberGhost is another excellent VPN that very narrowly misses out.
Despite providing streaming-optimized servers for Italy, it failed to unblock Netflix Italy, Canale 5, DAZN Italy, and TIMvision.
More generally, its apps are starting to feel dated and stagnant due to the lack of new features.
Mullvad
Mullvad is an independent VPN that specializes in anonymity, but it doesn’t do enough to make our shortlist.
It only supports 7 IP addresses in Italy (versus Proton VPN’s 104), and it has never unblocked Netflix Italy, DAZN Italy, RaiPlay, or Sky Italia in our testing.
Plus, it’s just as weak for international streaming services, as it can’t unblock US Netflix, BBC iPlayer, or much else.
How We Test VPNs for Italy
We created a bespoke methodology to find the best VPNs for Italy, based on six key testing categories. You can see each category and how it contributes to an overall rating for Italy in the pie chart below:
The following table summarizes how our recommended Italy VPNs performed in each testing category:
Lastly, we explain the importance of each category, how we test for it, and the optimal result:
1. Global Servers (30%)
Test Conducted: We inspected the server list of each VPN, taking into consideration total server count, coverage, and city-level choice. We also connected to a random assortment of servers to confirm we were given the correct IP address.
Why It’s Important: A large and widespread server network means you’re likely to find a server near you. It also enables you to access a greater variety of geo-restricted content from around the world.
Optimal Result: We expect the best VPNs to provide servers in 100+ countries, with coverage across all major regions, not just the Northern Hemisphere.
2. Italy Servers (25%)
Test Conducted: We evaluated the number of Italian IP addresses (endpoints) and Italian server locations. We also used our custom-built IP lookup tool to test location accuracy.
Why It’s Important: Without Italian servers you can’t access blocked Italian websites and stream your favorite shows from platforms like RaiPlay and Mediaset Infinity. Varied server locations also means you can maximize your download speed and bypass more localized blocks.
Optimal Result:
A VPN with hundreds of Italian servers spread across the north, center, and south of the country.
3. Speed (15%)
Test Conducted: We carried out speed tests while connected to servers in different countries for each VPN. We repeated this multiple times and then aggregated our results to determine an average.
Why It’s Important: Speed dictates much of your VPN’s performance, including page loading times, video quality while streaming or video calling, and browsing speeds.
Optimal Result:
We expect no more than a 10% download loss when connected to nearby VPN servers, and no more than 20% for distant connections.
4. Streaming (10%)
Test Conducted: We tried accessing popular streaming services from multiple countries, while connected to each VPN. This included US Netflix, RaiPlay, BBC iPlayer, DAZN Italy, and many others.
Why It’s Important: To ensure the VPN properly bypasses geo-restrictions and lets you stream content from anywhere.
Optimal Result: Consistent access to popular Netflix regions (e.g. US, UK, and Canada), major free-to-air broadcasters (e.g. BBC iPlayer and ARD), and premium subscription services (e.g. Hulu and Paramount+).
5. Privacy (10%)
Test Conducted: We analyze each VPN’s privacy policy, legal jurisdiction, corporate history, and any evidence that substantiates its logging claims, including audits and court cases.
Why It’s Important: Given Italy’s strict data retention laws, it’s vital to use a VPN that won’t log or share your data.
Optimal Result: A privacy policy that explicitly states the VPN provider won’t log your IP address, browsing activity, connection timestamps, or any other personally identifying data. Plus, real-world verification of these claims through a server seizure or court case.
6. Security (10%)
Test Conducted: We used a mix of in-house and third-party tools to test the encryption and kill switch of each VPN. We also checked for any additional security features like IPv6 leak blocking and post-quantum encryption.
Why It’s Important: Robust encryption protects your connection from third-party attacks and monitoring. It’s especially vital when accessing unsafe public WiFi networks in Italy.
Optimal Result: Either ChaCha20 (WireGuard) or AES-256 (OpenVPN) encryption, along with open-sourced VPN apps and post-quantum cryptography.
Data Cap Penalty
Free VPN services can be useful, but it’s important to acknowledge the limitations that data caps impose on VPN users.
To account for this, we apply penalties to free VPNs that enforce data usage caps. The more restrictive the data limit, the stricter the penalty. Here’s how it breaks down:
10GB per month: -20% applied to the overall rating
500MB per day: -25% applied to the overall rating
5GB per month: -30% applied to the overall rating
1GB per month: -35% applied to the overall rating
200MB per day: -40% applied to the overall rating
500MB per month: -50% applied to the overall rating
TunnelBear Free has one of the strictest data caps of any VPN, so we’ve docked 35% from its overall Italy rating to reflect its limited capabilities.
FAQs
Which VPN Has the Most Servers in Italy?
ExpressVPN currently has the largest server network in Italy, with 250 servers located in Cosenza, Naples, and Milan.
However, it is worth noting that not every VPN discloses the exact number of servers it operates, and that server count is always subject to change.
Which Free VPN Has Servers in Italy?
The only free VPNs we’ve reviewed with servers in Italy are TunnelBear and Psiphon. All other free VPNs don’t offer servers in Italy.
However, avoid using Psiphon since it performed very badly in our privacy and security assessments. Therefore, the only free Italy VPN we recommend using is TunnelBear.
Are VPNs Legal in Italy?
Yes, VPNs are legal to use in Italy, and there are no laws prohibiting their use.
However, recent legislation introduced by Italy’s telecom regulator (AGCOM) has begun to regulate VPN providers, requiring them to block specific websites.
Plus, it’s worth keeping in mind that anything illegal you do while connected to a VPN, remains illegal.
