To find the best free and premium VPNs for Indonesia in 2023, we put 55 VPN services through a comprehensive and unbiased testing process.
We conducted this testing on different devices and platforms, including Windows, Android, iOS, Chrome, and Fire TV.
For Indonesia VPNs specifically, we test for:
- Multiple servers in Indonesia and nearby countries.
- Consistent access to Indonesian streaming services, including Indonesia Netflix, Vidio, and Genflix.
- Fast connection speeds and low ping for smooth online gameplay.
- Easy-to-use VPN apps, especially for Android users.
Below is a more detailed breakdown of the testing categories we use to analyze and evaluate each VPN:
1. Indonesia Server Locations: 30%
The best VPNs for Indonesia have multiple servers in Indonesia and multiple server locations in neighboring countries, like Malaysia, Vietnam, and Australia. Without a physical or virtual server in Indonesia, you won’t be able to get an Indonesian IP address.
This includes free VPNs, which often don’t put the necessary funding towards maintaining an Indonesian server at no extra cost. Many free VPNs like Proton VPN Free and Windscribe Free don’t have a free Indonesian server, but do offer Indonesian servers to users with a subscription.
2. Indonesian Streaming: 30%
With manual tests, we evaluate how well a VPN can access geo-blocked streaming services. The best VPNs for Indonesia are able to unblock streaming services that are exclusive to Indonesia, like Indonesian Netflix, Vidio, Genflix, and Viu.

In our streaming tests, Hide.me failed to unblock Vidio Indonesian content.
Most premium VPNs with Indonesian servers are able to bypass streaming georestrictions on Vidio, Genflix, and Viu, but there are a few exceptions that failed: Hide.me, HideMyAss, and Hotspot Shield.

3. Speed: 20%
A fast VPN for Indonesia will let you browse, stream video, and game while connected to a server, without slowing down your speeds drastically.
To measure a VPN’s speed, we conduct extensive speed tests by connecting to servers in five continents in a controlled environment. To eliminate inconsistencies, we conduct each test using our proprietary internet speed testing tool. We do not use third-party software in our speed tests.
VPNs that slow your connection down by less than 10% when connected to a nearby server receive higher ratings in this category. VPNs with inconsistent speeds receive lower ratings.
5. Security & Technical Features: 10%
We also evaluate the strength of the encrypted tunnel while connected to a VPN server. A secure VPN prevents data leaks and protects your data from external threats, like hackers, that might try to steal it.
To measure a VPN’s security, we conduct a range of tests to find out how effective its technical features are. This includes kill switch tests and DNS leak tests. A VPN that scores highly for security must also provide: WireGuard and OpenVPN protocols, and AES-256 cipher encryption.
6. Privacy & Logging Policy: 10%
We analyze every VPN’s privacy policy to find out if it records your IP address, browsing history, bandwidth usage, and connection timestamps. We also record how long it stores this data for.
A VPN service should record as little information as possible about its users and immediately delete the information after a session ends. A RAM-only server network and third-party audit can also show a VPN’s commitment to privacy.
Data Cap Reduction: Up to 50%
Almost every free VPN has a data cap. Although free services can still perform well in our assessment, being limited to a data cap massively reduces your VPN’s capabilities.
To reflect this, we apply a penalty to a free VPN’s overall Indonesia rating based on how restrictive its data cap is:
- 10GB per month: -20% to the overall rating
- 500MB per day: -25% to the overall rating
- 5GB per month: -30% to the overall rating
- 1GB per month: -35% to the overall rating
- 200MB per day: -40% to the overall rating
- 500MB per month: -50% to the overall rating
